Make sure that the domain controllers are not in a journal wrap state

 

As taken from KB 887303

 

To see if a domain controller is in a journal wrap state, view the File Replication service log in Event Viewer, and search for NTFRS event ID 13568. Event ID 13568 is similar to the following Event ID:

Event Type: Warning 
Event Source: NtFrs 
Event Category: None 
Event ID: 13568 
Date: DATE
Time: TIME
User: N/A 
Computer: ServerName
Description: The File Replication Service has detected that the replica set "<1>" is in JRNL_WRAP_ERROR. Replica set name is : "<1>" Replica root path is : "<2>" Replica root volume is : "<3>"

If NTFRS event ID 13568 is logged on a domain controller, view the following Microsoft Knowledge Base article for information about how to troubleshoot journal wrap errors:

292438 Troubleshooting journal_wrap errors on Sysvol and DFS replica sets

 

And if they are, then troubleshoot for JOURNAL WRAP errors.
