Method 1:
Since both our servers are in Workgroup mode
So we had to move the role of Terminal Server and Terminal License Server on to the same server
Method 2:
When we have a Terminal Server in an Active Directory environment, then the Terminal Server License Server (TSLS) discovery is easy. The Terminal Server (TS) can query the Active Directory to find the Terminal Server License Server (TSLS).
In case the TSLS (Terminal Server License Server) and TS (Terminal Server) are in workgroup mode, then the automated TSLS discovery won't work. You have to do manual TSLS discovery by overriding the discovery process by making the Terminal Server License Server Discovery Registry keys.

If you want the Terminal Server (TS) to auto-discover the Terminal Server License Server (TSLS) then another option is to join these machines to the domain Active Directory.
