Override License server discovery when TSLS is on Windows 2000 machine which is not a domain controller using the –nodc switch
The typical Windows 2000 Terminal Services Licensing Discovery process that is used by Windows 2000 Terminal Servers does not detect member servers that are configured to run Terminal Services Licensing.

The typical Windows 2000 Terminal Services Licensing Discovery process that is used by Windows 2000 Terminal Servers does not detect member servers that are configured to run Terminal Services Licensing (i.e. on a server that is not a domain controller). To work around this situation make the above mentioned registry key on the TSLS which is not a Domain Controller with the -nodc switch.
The discovery process enumerates and queries domain controllers in the enterprise, and does not query a member server to determine if Terminal Services Licensing is installed.
